КООПЕРАЦИЯ ГОРОДА И УНИВЕРСИТЕТА В ПРОЦЕССЕ ФОРМИРОВАНИЯ ЖИЗНЕННОЙ СРЕДЫ:
ГОРОД ГРАЙФСВАЛЬД

Предмет исследования в данной работе – практики взаимодействия властей и населения в процессе формирования благоприятной жизненной среды на примере университетского города Грайфсвальд (Германия). Теоретической рамкой работы служат идеи нового урбанизма, концепция «права на город» и теории гражданского участия. Основные методы исследования – анализ документов и экспертное интервью. Рассмотрены возможности для участия в развитии жизненной среды, а также реальные практики горожан. Автор приходит к следующему выводу: несмотря на то, что университетские структуры являются градообразующими для Грайфсвальда, студенты и преподаватели университета не являются ключевыми акторами в процессе формирования городской среды. Однако автор выявляет множество других субъектов, активно проявляющих себя в процессе формирования городской среды. На примере ключевого для пространственного развития города документа рассмотрены используемые в Грайсфвальде формы участия. Используя модель лестницы участия Уилкокса, автор располагает проводимые в городе мероприятия по её ступеням и делает вывод о том, что в целом партисипативные процессы в Грайфсвальде имеют позитивную динамику.

COOPERATION OF THE CITY AND THE UNIVERSITY IN THE PROCESS OF CREATING A LIVING ENVIRONMENT:
GREIFSWALD CASE

The work focuses on the practice of interaction between the authorities and the population in the creation of a favorable living environment of the German Greifswald. The author relies on three major theoretical frameworks: the ideas of new urbanism, the concept of the “right to the city” and the theory of civil participation. The research methods include analysis of documents and expert interview. The researcher examines real practices of participation in the transformation of the urban environment. The author states that, despite the fact that university structures are city-forming for Greifswald, its students, professors and the university itself are not key actors in the process of creating a living environment. However, the author has identified many other actors active in the process of forming urban environment. The forms of participation used in Greifswald are considered on the example of a key document for the spatial development of the city. Using the model of Wilcox’s participation ladder, the author analyzes the events held in the city by its stages and concludes that in general participatory processes in Greifswald have a positive dynamics.
