«СОЖИТЕЛЬСТВО» УНИВЕРСИТЕТА И ОРГАНОВ ВЛАСТИ В УСЛОВИЯХ «УМНОГО ГОРОДА»

В статье рассматриваются проблемы взаимодействия университета и органов власти в условиях реализации «умного города». Концепция «умного города» – тренд современной урбанистики, при этом её понимание очень широкое: от внедрения цифровых технологий во все сферы жизнедеятельности до сложной конструкции, включающей в себя гармоничное развитие трёх основных субъектов – власти, общества и технологий, превращающей их в «умное управление», «умное сообщество» и «умные технологии», которые действуют в условиях «умной среды». Возникает вопрос о драйверах, способных делать город «умнее». По мнению автора, этим драйвером может стать университет, выстраивая свои взаимодействия с органами управления по ряду важных направлений: образование, воспитание «умного сообщества» и «умных управленцев», консалтинг, позиционирование, брендинг, а также становясь «пространством диалога» для власти, бизнеса и сообщества. При этом самым важным остаётся выстраивание взаимодействия между властью и университетом, в котором оба института слышат, понимают и нуждаются друг в друге, так как от этого зависит устойчивость и формирование среды для города нового поколения.

UNIVERSITY AND GOVERNMENT “COHABITATION” IN A SMART CITY

The article discusses the problems of interaction between university and government in a “smart city”. The concept “smart city” is a trend in modern urban studies, and its understanding is very broad: from the widespread introduction of digital technologies in all spheres of life to a complex structure that includes the harmonious development of three main actors – power, society and technology, turning them into “smart management”, “smart community” and “smart technologies” operating in a “smart environment”. The question is about drivers that can make a city “smarter”. According to the author, university can become this driver in a number of important areas: education, educating the “smart community” and “smart managers”, consulting, positioning, branding, and also becoming a “dialogue space” for the authorities, business and community. At the same time, the most important thing is to create such interaction between authorities and university, in which both institutions hear, understand and need each other, since stability of the city and the formation of the environment for a new generation depends on it.
