«ПОВОРОТ К (НЕ)УЧАСТИЮ» В ПОСТСОВЕТСКИХ ГОРОДАХ: ДИЛЕММА РЕАЛИЗАЦИИ «ПРАВА НА ГОРОД»

Аннотация. Статья посвящена рассмотрению специфики городского участия в постсоветских городах (на примере Беларуси). Развитие партисипаторных практик городского управления способствует повышению качества городской среды, обеспечивает возможность реализации права граждан на местное самоуправление. Ключевым механизмом формирования локальных сообществ является низовая самоорганизация соседей по таким вопросам, как благоустройство двора, совместная организация местных событий. Ограничения возможностей низовой самоорганизации, а также внешний административный контроль за жизнью сообществ приводит к появлению различных парадоксов партисипации (в частности, формированию «вертикали городского участия»). В свою очередь, данные исследований показывают наличие взаимосвязи между устойчивой доверительной соседской коммуникацией и наличием чувства ответственности за свой город, городской самоидентификацией, а также готовностью предпринимать совместные усилия в случае возникновения трудностей, то есть способствует активизации городского участия. Важными факторами городского участия являются наличие чётких границ дворовой территории (физических или символических), устойчивых соседских сообществ, для которых характерна практика совместного времяпрепровождения, а также простые и понятные механизмы самостоятельного преобразования городской территории.

“(NON)PARTICIPATION TURN” IN POST-SOVIET CITIES: “RIGHT TO THE CITY” DILEMMA

Abstract. The article is devoted to the analysis of the urban participation key features in post-Soviet cities (on the example of Belarus). The development of participatory urban management can help to improve the quality of the urban environment, provides an opportunity to exercise the right of citizens to local self-government. The key mechanism for the local community’s formation is the local self-organization of neighbors on issues such as landscaping the yard, joint organization of local events. Restrictions on the local self-organization possibilities, as well as external administrative control over the community’s life, lead to the emergence of various participation paradoxes (in particular, the “vertical of urban participation”). In its turn, the empirical data shows correlation between sustainable trusting neighborly communication and the sense of responsibility for one’s city, urban self-identification, as well as willingness to make joint efforts in case of difficulties. Important factors of urban participation are presence of boundaries of the courtyard territory (physical or symbolic), sustainable neighborhood communities that are characterized by the joint spending time together, as well as simple and understandable mechanisms for the independent transformation of the urban territory.
