ГОРОДСКИЕ ПОЛИТИЧЕСКИЕ РЕЖИМЫ В ЗЕРКАЛЕ ГРУППОВОГО СТУДЕНЧЕСКОГО СОЗНАНИЯ (КЕЙС ЮГА РОССИИ)

Аннотация. В работе анализируются методологические возможности концепции городских политических режимов К. Стоуна применительно к современным политическим реалиям. На основе обзора дискуссии в научном сообществе делается вывод о парадигмальном кризисе концепции и о необходимости оценки её эффективности как аналитического инструмента исследования городских политических режимов. Даётся оценка новой интерпретации содержания концепции, предложенной самим автором, как концепции городского порядка, которая позволит учитывать влияние контекстуальных изменений на формирование механизмов управления городом. Вносится определённый вклад в научную дискуссию относительно новых контекстуальных факторов, оказывающих влияние на взаимодействие основных институтов городского порядка – структур власти и структур гражданского общества. Предлагается в качестве неинституализированного контекстного фактора рассматривать групповое общественное сознание. Доказывается, что групповое общественное сознание может стать тем индикатором, который поможет выявить уникальность данной городской общности и оценить эффективность конкретного городского политического режима / порядка, просчитать риски взаимовлияния власти и общества в процессе коммуникативного взаимодействия. В качестве примера приводится анализ нескольких городских кейсов Южного федерального округа, отражающих особую национальную и религиозную специфику. Эмпирической базой вторичного социологического анализа послужил опрос 2500 студентов, проведённый в 2019–2021 годах в городах Ростов-на-Дону, Новочеркасск, Краснодар, Ставрополь, Пятигорск, Нальчик, Астрахань.

URBAN POLITICAL REGIMES IN THE MIRROR OF GROUP STUDENTS’ CONSCIOUSNESS (CASE OF THE SOUTH OF RUSSIA)

Abstract. The article analyzes the methodological possibilities of the concept of urban political regimes of K. Stone in relation to modern political realities. Based on the review of the discussion in the scientific community, a conclusion is made about the paradigm crisis of the concept and the need to assess its effectiveness as an analytical tool for the study of urban political regimes. The article gives the assessment of a new interpretation of the concept proposed by the author himself as a concept of urban order, which will allow to take into account the influence of contextual changes on the formation of urban governance mechanisms. A certain contribution is made to the scientific discussion on new contextual factors influencing the interaction of the main institutions of urban order – government structures and civil society structures. It is proposed to consider group social consciousness as a non-institutionalized contextual factor. It is proved that group social consciousness can become an indicator that will help to identify the uniqueness of this urban community and assess the effectiveness of a particular urban political regime / order, calculate the risks of mutual influence of the authorities and society in the process of communicative interaction. The analysis of several urban cases of the Southern Federal District reflecting special national and religious specifics is offered as an example. The empirical basis of the secondary sociological analysis was a survey of 2,500 students conducted in 2019–2021 in the cities of Rostov-on-Don, Novocherkassk, Krasnodar, Stavropol, Pyatigorsk, Nalchik, Astrakhan.
